His father, Reverend F.L.H. Millard, vicar of St Kentigern’s Church between 1898 and 1905, fostered an environment rich in intellectual curiosity, and Millard's mother descended from Robert S. Ferguson (1837-1900), a local historian and prominent member of the Cumberland and Westmorland Archaeological Society. This lineage underscored Millard’s connection to Cumbria’s landscape and heritage—a connection that would become central to his artistic output.
