His life unfolded against the backdrop of a rapidly changing Britain, a nation grappling with industrialization while simultaneously yearning for the tranquility of its rural landscapes. This duality profoundly influenced his work, creating paintings that are both intensely observational and imbued with a subtle melancholy.

Meadows’ early artistic education was largely shaped by his father's example and, crucially, by the presence of his brother, Edwin Lewis Meadows, another accomplished landscape artist.
