As the son of Jan Frans Van Leemputten and Elisabeth Hopland, his early years were shaped by a unique domestic environment; while his father was originally a farmer, a transition to Brussels in 1852 saw him become a painting restorer. Alongside his younger brother, Frans, Cornelius was encouraged by his father to practice the craft, receiving foundational lessons that would serve as the seeds for a lifelong devotion to painting. Though he later attended classes at the Antwerp Academy from 1855 to 1860, much of his artistic soul was forged through self-directed studies, wandering through the natural beauty of the Brabant and Campine regions in north-eastern Belgium.
