Born in Huntington, West Virginia, he pursued an academic path that led to an Artium Baccalaureus degree from Princeton University in 1965, followed by a Juris Doctor from Emory University School of Law in 1968.

Following a period of private practice and service in the United States Marine Corps, he served as a trial attorney for the Land and Natural Resources Division of the United States Department of Justice.
