Born in Brussels, Belgium, Jean-François Taelemans was a painter, printmaker, and engraver. His early education began with architecture under Félix Janlet, where he earned a first prize in a perspective competition. He later transitioned to drawing from antique figures and heads at the Royal Academy of Fine Arts in Brussels. His artistic development continued under Louis Dubois and Théodore Baron, and he later studied in the studio of Alexandre Cabanel in Paris. During his time in Paris, he focused on painting the landscapes of the surrounding areas. He was also trained in decorative arts by Charles Lemaire and contributed to various decors for the 1878 Universal Exhibition.
Taelemans was a member of the artistic group known as the Anseremme Colony. He was also a teacher, serving as a professor of linear drawing at the Royal Academy of Fine Arts in Brussels and teaching perspective until 1921. His professional recognition included being named a Chevalier and an Officer of the Order of Leopold, as well as a Chevalier and an Officer of the Order of the Crown.

He was particularly known for his depictions of winter effects, earning him the nickname "the painter of snow." His subjects often included Brabant and Flemish views, such as villages with canals filled with barges and misty waters.
