Thomas Phillips, født i Dudley, Worcestershire, i 1770, trådte frem fra relativt beskedne begyndelser for at blive en bemærkelsesværdig figur i det britiske kunstmiljø i slutningen af det 18. og begyndelsen af det 19. århundrede.
